However, these proxies are also subjected to inflation and uncertainty and cannot be considered as entirely risk-free (Harrington 2001; Watson and Head, 1998). Return on the market: For CAPM, one of the most important implications is the existence of optimally efficient market portfolio. In t heoretical approach, the market portfolio consists of risky assets that are diversified among the portfolios available. Once this portfolio is held, it is not possible to diversify the risk any further. The market return is the return on the market portfolio, including all the risky assets. Unlike risk-free rate, the market return is difficult to estimate. It is approximated by using the indices of the stock exchange as the proxy for the market. However, issues exist regarding the selection of index to be used as proxy. Beta: It is the measure of non-diversifiable risk and relative measure of risk. It is the risk estimation relative to the market portfolios. Controlling Obesity in Canada Public Health Policy: Controlling Obesity in Canada The World Health Organisation defined health in its constitution as â€Å"a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity.† (WHO, 1946) The health of an individual is affected by multiple factors like personal hygiene, access to health care, socio-economics, genetics, living and working environment. The term public health is used for the efforts which are made to promote individuals health. Public health The field of Public health can be described as the science of wellness of society, community or an organisation by disease prevention to promote health by collective efforts and choices of a society. Public health is different from medicine as it is mainly concerned with the promotion of health and well-being of a society not by treating the sick but by preventing the spread of a co-morbidity or morbidity. The community benefited by public health department can be of any size. Promotion of health involves multidisciplinary approach involving other fields of community medicine like epidemiology, economics, biostatistics, behavioural sciences, healthcare providers, public policy, environmental health, community health and occupational safety. (Winslow and Amory, 1920). By using health indicators as a source of information about the health status of a society public health increases the health of the society by preventing the diseases and promoting a healthy life style. Public health measures can be exemplified as hand washing, use of condoms, breast feeding, promoting hygiene, vaccination, promoting exercise, use of boiled water etc. Public health ethics Public health decreases the cost of healthcare by preventing the diseases keeping in view the ethics and norms of a society. Fundamentals of Public Health Policy While forming a public health policy first there should be evidence of the cause of the disease. The evidences in this case are authentic peer review research works. After that there is scientific assessment of the risks, cost estimation and transparency. Obesity Obesity A Cause Of Many Diseases Obesity is proved to be a main cause of increase in mortalities as it causes many co morbidities. (David et al. 1999) But the good thing is that obesity is a preventable morbidity. Obesity increases the risk of a list of diseases which are beyond the scope of this paper. To be concise obesity increases the risk of ischemic heart disease, diabetes mellitus type 2, infertility, stroke, osteoarthritis and many more. Since 1980 the individuals suffering from obesity has been doubled as in 2008, 1.4 billion adults and 40 million children have been found to be suffering from obesity. (EASO, 2014) Obesity In Canada In Canada 50% adults are obese or over weight. In the years 1981-1996 obesity among children ages seven to 13 has tripled. The percentage of obesity in agults is increasing since 1978. Till 2007 the percentage grew from 15% to 29%. (Statistics Canada, 2009) and if this keep on growing then by 2040 70% of the adult Canadian population will be obese. Obesity costs Canadas economy $2.7 billion and the health care system $1.6 billion in 2000-01. From 1985 to 2000 about 57,000 deaths in Canada were caused by obesity. (Katzmarzyk, Ardern. 2004) Recommended Health Policy For Obesity Controlling obesity will require some drastic measures by the government as the problem is so adverse and will become worse in the future. The government have to implement such measures that address a large group of population. Following are my recommendation about controlling obesity in Canadian population. Hate Obesity Education Campaign Government must launch an effective campaign for increasing the awareness about obesity among individual this can be implemented by organising seminars, workshops and lectures in schools, colleges, universities, work places and in community gathering. By involving teachers and mothers this strategy can be proved very effective, one proposal from my side is the labelling of food products which are high in fats and calories. We can label the amount of product which can be taken by an individual in a day. â€Å"Hate Obesity† campaign will be very helpful by affective advertisement by out health department like we conduct no smoking campaign. Food Policy Food policy should be reviewed particularly regarding the increase in use of junk food and canned food. Over the years the population is increasingly more attracted toward the junk food. The food companies must me taken under taken under regulation and they must provide the information about food ingredients and calories to their consumer. This would be very hard for the government due to immense revnue and tax they generate. Huge motivation and courage at the government side is needed to control this elephant. Promotion of Physical Activity According to recent research majority of children and adults donot fit in the international guideline of physical activity. One of the reson is the access to the playground and parks. This would need some huge funding from the government for providing these facilities. Moreover private organisations can be involved to provide the oppurtunities to their workers like physical fitness competitions and benefits against the physical fitness. This also need regulations and legislation. Politicians and civil society can come up with a solution to this problem. Promotion of Home Made Diet The use of premade food is a very unhealthy culture growing in our society. Community awareness program for the mothers can be conducted to educatye the mothers. If mothers are convinced that obesity is a disease not an ordinary problem then this fear can be used to promote home made food. The people must know what they are eating. Solving Proportions

A comparison of two numbers is referred to as a ratio, similar to fractions that can be reduced to lowest terms and then converted into a ratio of integers. Ratios allow one to compare sizes of two quantities and unit measurements. Any statement expressing the equality of two ratios is known as a proportion, which is used in numerous formulas in today’s real world settings and applications. Using proportions is an effective way to find solutions by using the extreme means property or cross-multiplying. Extreme means property is simply the end result of the product of the extremes equaling the products of the means.Cross-multiplying is a short cut in proportions providing it is a faster way to solutions rather than multiplying each side of the rational expression equation by the LCD. Applications of rational expressions involving formulas include finding the equation of a line, distance, rate, time, uniform motion, and work problems. Proportions are used on a daily basis withou t even one realizing it by comparing measurements, unit pricing, driving distances, and calculating populations and wildlife on a daily basis to find a solution.For example, I will be using the extreme means property to estimate bear population in Keweenaw Peninsula. I was asked to solve problem #56, on page 437 of Elementary and intermediate algebra, (Dugopolski, M. , 2012) which states, that conservationists captured, tagged, and released 50 bears. Over a one-year period, a random sample of 100 bears included only 2 tagged bears in Keweenaw Peninsula. To calculate the proportion, it will allow me to expect the ratio of bears that were originally tagged to the whole population is equal to the ratio of the returning bears totaling 100 but only 2 tagged bears to the size of the sample.The variable â€Å"b† for bears is applied, then followed by cross-multiplying the extremes and means to the proper set up of the proportion to find the solution. The two ratios are as follows: 5 0/b = the originally tagged bears to the whole population and 2/100 = the recaptured bears to the sample size. The means are 2 and b and the extremes are 50 and 100. 50 = 2 b 100Correct setup of proportion. 5,000 = 2b cross multiply the means (2*b) and the extremes (50*100) 2 2followed by division of 2. 2,500 Answer after division was carried out.x = 2, 500 The estimated number of bears in Keweenaw Peninsula. Continuing onto the second assignment involving proportions, the following equation must be solved for y. Since there are single fractions (also referred to as ratios) on both sides of the equation, the extreme means property will be used again in this proportion. y – 1 = -3 x + 3 4Written as an equation; solving for y. 4(y – 1) = -3x(x + 3)Cross multiplying was done. 4y – 1 + 4 = -3x +3 +3Distribute 4 on left side and 3 on the right side. y = -3x -3 + 1 Add 1 to both sides.4y = 2x -5Last step, 4 is divided on both sides. 4 4 y = -3 4 Linear equation in the form of y = mx + b and with a slope of -3/4. Taking notice that the slope of -3/4, is the same number as the number on the right hand side of the previous equation. I must continue trying another method but still use the extreme means property and try another method to see if I get a different solution. This may be an extraneous solution that I may come upon considering if the solution does not satisfy the rational expression.y – 1 = -3O riginal equation. x – 3 4 y – 1 = -3 Distribute (x-3) on both sides and multiply. x – 3 4 (x – 3)Cancel out common factors which eliminates denominator on left. y – 1 + 1 = -3x – 3 +1 To isolate y, 1 is added to both sides. Cancel common factors. y = -3 x -1 4Equation complete and simplified. For this equation, I could have multiplied the LCD to both sides, but I found the extreme means property was an efficient shortcut. Cross- multiplying allowed me to eliminate the fractions and have the same endi ng result.We can now consider this an extraneous solution because the number showing as the solution but causes zero (0) in the denominator. As rational expressions can be tricky when there is a variable involved in the denominator so caution must be adhered. The use of proportions is everyday life and real world settings and applications are used without one even realizing it. While proportions can determine a solution whether it be driving distance, estimated population count, unit measuring, gas mileage, or to estimate an average time for a job to be completed, it is a necessary tool that is used in many ways.The ratios that build the proportion can be easily solved by cross- multiplying the extremes and means in a fast and effective way. The wildlife can be assured that their tags will be calculated with an accurate solution for any conservationist inquiring about a certain species. So the next time you find yourself comparing two quantities, deciding the average time for a spec ific job, or determining how many miles you can go on a half of tank of gas on your next road trip, remember you are actually calculating proportions!
